Can Broadband Reforms Reduce Rural Poverty?

At its December Open Commission Meeting the Federal Communications Commission (FCC) will consider several proposed national policy reforms intended to improve broadband access in rural areas. Arguably, those who have the most at stake are the approximately 8.5 million rural householders living in poverty.

According to a recent US Department of Agriculture Study, well over a third of the rural poor cite the non-availability of broadband as the primary reason they do not have high-speed Internet at home. In fact, for rural low-income households, the lack of any available service option is cited more frequently than even "cost" as the primary reason they are unable to purchase a broadband connection.
