Request for Qualification (FRQ) to perform a joint City of Missoula-Missoula County Next Generation Broadband Feasibility Study

The BitterRoot Economic Development District (BREDD), Inc. is offering interested individuals or organizations an opportunity to submit qualifications to perform a joint City of Missoula-Missoula County analysis of how local government can help develop affordable, high-capacity (gigabit or greater) broadband infrastructure.

The Feasibility Study will provide information that local government needs to make strategic decisions on investing in and encouraging broadband infrastructure and making policies that will encourage fiber broadband services that meet local needs.

It will examine current demand and identify the locations of businesses in need of high bandwidth connectivity, develop a phased plan for implementing connectivity improvements, and recommend an ownership and operations model including an analysis of policy implications. Summarized Scope of Work:

* Identify bandwidth requirements and acceptable costs for existing technology businesses.

* Develop a design for infrastructure improvements and a phased implementation plan based geographical areas.

* Analyze ownership models and recommend a model for Missoula.

* Research policy options and implications of recommended model.

* Compile final report and develop presentation materials for public review.

Additional Information:

* Up to a total of $50,000 is available for this project through a Big Sky Economic Development Trust Fund grant from the Montana Department of Commerce and with support from the City of Missoula and Missoula County.

* Proposals are due no later than 4:00 p.m. MDT on June 24, 2013.
