John Stewart (The Daily Show) takes on Economic Reintegration for Veterans – Hire a Veteran today!

You know America has a problem when a veteran can save lives in Iraq but can’t get a job as a school nurse in the U.S.

There are thousands of veterans returning to the work force who have incredible skills and training. The problem is that this experience doesn’t meet the "certification requirements" of many jobs in the U.S.

Last night, John Stewart did a great job illustrating the challenge.

Senator Baucus realizes the importance that service to civilian credentialing plays in getting our Vets to work. Last year Senator Baucus secured a provision in the 2012 National Defense Authorization to create a pilot program within the DOD to test and expand credentialing programs (see below).

Troop Training and Certification Act of 2012 –

A bill to develop a pilot program in the Department of Defense to enable enlisted members of the United States Armed Services to obtain civilian equivalent credentialing or licensing for skills received while undergoing training for Military jobs.

Veteran Unemployment at all time high
Veterans are disciplined, skilled, team players, yet they still face difficulty when applying for employment.
Recent Department of Labor (DoL) statistics estimate that the unemployment rate for veterans age 20-24 has been as high as 27 percent.

Overall, the employment rate for this group of veterans has remained high – we cannot afford to leave them behind.
As service members continue to separate from the military, the problem of veteran unemployment will only grow larger.
Credentialing and Licensing will help veterans find employment; creates self- esteem and pride; and is critical to avoiding veteran homelessness.

Focuses on Licensing or Credentialing 3-5 Military jobs during initial training that have a direct civilian equivalent

This bill helps veterans get civilian licenses for military training during or shortly after completion.
Pilot program to that will start with no less than 3 and no more than 5 military jobs in order to license or credential military members during or shortly after initial job training
Licensing and Credentialing early in a military job ensures a full level of competence in a job skill, fosters critical thinking important in military problem solving, and instills confidence in ones capability.

This pilot program will expand on programs introduced in Hiring Hero’s Act of 2011 by enabling credentialing and licensing early in military members carrier so they can start a job search with actual on the job experience not just a brand new license

Credentialing will increase confidence of active duty service-members in their military jobs and encourage the hiring of service-members upon future separation from the military.
Examples of MOS that could be part of the program:

MOS 15N Avionics Mechanic (ETTEI Certified Electronics Technician)

MOS 31B Military Police (CPO Certified Protection Officer)

MOS 68E Dental Specialist (Registered Dental Assistant)

AC-Air traffic Controller (FAA Aircraft Dispatcher)

3E7X1 Fire Protection (Airport Fire Fighter)

Secretary of Defense will report on expanding program to include additional military jobs
This bill authorizes a pilot program aimed at improving the transition from servicemember to civilian employee for selected military jobs with a goal of expanding to a larger number of jobs.

Requires a report to Congress on costs and number of members who participate and cost alternatives
Requires a cost comparison for credentialing or licensing under the pilot program with similar programs for recently discharged veterans under programs run by the Veterans Administration and Department of Labor.

Requires the Secretary of Defense to report of the feasibility and advisability of expanding the pilot program to additional military occupational specialties and duty specialty codes.
