Starting Salary: Pay Grade 14 – Salary is $15.42 per hour

Work Hours: 40 hours a week

GENERAL PURPOSE

Performs a variety of working level skilled technical duties associated with the development, implementation, operation and maintenance of the county geographic information system.

Works under the general supervision of the Geographic Information Systems (GIS) Manager.

ESSENTIAL FUNCTIONS

Assists with planning and design of geographic information systems to meet the needs of various county departments and other agencies. Assists with data analysis techniques and model development; collects, processes, interprets and analyzes geographic and spatial data; coordinates production and maintenance of maps, cartographic images, database integrity to assist emergency dispatch.

Coordinates with vendors concerning installation, maintenance and support of various system components and monitors compliance with contract terms and conditions. Provides training for users and others entering data into the database and assists them in resolving system operations problems.

Identifies internal and external information sources and evaluates data for use within the geographic information system. Provides technical expertise in the development of new applications. Develops and implements applications to meet specific requirements and provides support and training for the users.

Meets with GIS users and prospective users to evaluate requests or specific needs. Recommends priorities for development and implementation of new applications.

Coordinates the production and maintenance of information through the GIS department. Provides interfaces and support for various county functions including emergency dispatch, civil engineering, property appraisal, emergency management, elections and others as well as outside agencies and interests such as cities, school districts, state agencies, public utilities, title companies and engineering firms.

Performs computer-assisted mapping and database functions. Enters information and maintains GIS databases including updating of spatial features such as property lines, road lines, building footprints and other physical attributes.

Develops and implements appropriate standards and procedures for operation, access and use of GIS programs and provides for security measures to insure system integrity.

Performs related duties as required.

MINIMUM QUALIFICATIONS

1. Education and Experience:

A. Graduation with a Bachelors degree in Geographic Information Systems Management, Cartography, or Geography with an emphasis in GIS or a closely related field;

AND

B. Two (2) years of progressively responsible experience in the use of Intergraph Geographic Information Systems performing the above or related duties;
OR

An equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:

Working knowledge of geographic information systems; digital-data technologies; computer hardware and operating systems; digital-image data; project management and control; database management; documentation procedures; coordinate geometry; technical writing; Intergraph’s GIS software, ESRI’s GIS software, and MicroStation CAD software; networking personal computers and file servers, and troubleshooting techniques for both hardware and software. Working knowledge of office software (Word, Excel, Access, PowerPoint, Outlook, etc.); principles, processes, methods, techniques and standards of cartography; legal documents relating to property; principles of land surveys and plats; system design; and technical writing.

Experience in programming with Visual Basic; experience with maintaining the E911 database; and moving data into the E911’s cad environment.

Ability to analyze and apply problem-solving methods to meet the needs of geographic information systems users; to read and interpret detailed maps, blue prints and complex legal documents, and perform complex mathematical computations; operate computer workstation; plan and develop logical applications for spatial relationships; identify alternative solutions to various problems and work independently; develop and implement effective applications in a timely manner; communicate effectively, verbally and in writing; develop effective working relationships with elected officials, managers, staff, vendors and other agencies.

3. Special Qualifications:

Must pass certification with Intergraph’s mapping application software within one (1) year of employment as an analyst.

4. Work Environment:

Incumbents of the position perform in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, but do involve lifting, sitting, reaching, talking, hearing, seeing and the ability to distinguish colors. Rapid work speed required performing keyboard operations. Common eye, hand and finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking. Tasks require considerable use of creative problem-solving skills.
