Montana poorest-performing school district makes gains despite missing out on grant. Federally-backed program credited with improving four Montana reservation schools

Being labeled the poorest performing high school in the state of Montana a year ago didn’t just affect the Hays-Lodgepole faculty and staff, but the whole community.

"You feel like you’re spinning your wheels," said Nedra Horn, reading instructional coach and data specialist for Hays-Lodgepole. "When we got that brow beating, (the community) got it too."

Federally-backed program credited with improving four Montana reservation schools

A year ago, Hays-Lodgepole High School was identified as the poorest-performing school in Montana, with a three-year average of only 13 percent of sophomores being deemed proficient in reading.

The Montana Office of Public Instruction identified it as one of the schools it would like to participate in the state’s Schools of Promise program, which was funded for three years with $11.6 million in federal school improvement grants. Because the school and its union failed to sign an agreement of understanding by the deadline to apply, they missed out on the funds.

But that didn’t stop the OPI from working with four other schools — Frazer High School, Lodge Grass High School, Plenty Coups High School and Lame Deer High School — to make significant changes.
