How to Bake an Economic Development Cake

Over the past few months, there has been a lot of public discussion concerning the need for economic development. But despite the obvious need for new economic development initiatives at the local, state, and even federal level, there has not been a lot of discussion about what a proper comprehensive economic development planning process looks like.

In short, everyone seems to understand the "why" and the "what" behind economic development but the "how" behind economic development seems less certain. So, I thought that I’d post the text of a speech I recently gave to a local group here in Reno. This speech, given this past Tuesday, November 30, 2010, outlines a nine-step comprehensive economic development strategic planning process proposed by Steven Koven and Thomas Lyons in their 2010 book, "Economic Development: Strategies for State and Local Practice".
