Is ‘economic gardening’ better bet for job creation than business tax incentives?

Littleton, Colo., was settled by miners, merchants and farmers who came seeking their fortune during the Pikes Peak gold rush of 1859.

But this middle-class suburb of Denver no longer is seeking new businesses to locate there.

It’s focusing instead on "economic gardening," a sophisticated strategy that helps local, growth-oriented small businesses expand and create jobs.

I’ve written about economic gardening before. The Edward Lowe Foundation in Cassopolis and the Small Business Association of Michigan are among those pushing for Michigan to adopt a grow-your-own strategy.
