Change in bid process puts development of $10 million Casper, Wyoming business incubator on track

Restarting the bidding process on its business incubator project was the right thing for Casper’s economic development organization to do.

The controversy that developed over the Casper Area Economic Development Alliance’s process for choosing a construction manager for the $10 million project was never about giving local contractors preference over out-of-state contractors. It was about making sure that local contractors be given an equal opportunity to bid on the project, which should be based on cost.

The process CAEDA initially used had qualified contractors being interviewed before being allowed to bid. Under that scenario, contract managers are hired before planning is done.
