Early Warning! Why Reading by the End of Third Grade Matters

According to national assessment data, 67 % of America’s fourth graders are not proficient readers. Worse, 83 % of fourth graders from low-income families fall below the proficient level in reading.

If current trends hold true, 6.6 million low-income children are at increased risk of failing to graduate from high school on time because they weren’t able to read on level by the end of third grade.

The Annie E. Casey Foundation believes that the ability to read is central to a child’s success in school, life-long earning potential, and the ability to contribute to our nation’s economy and security.

This KIDS COUNT Special Report calls for a renewed emphasis on reading success by outlining the challenges, issuing recommendations, and providing state-level data to help parents, policymakers, educators, and concerned citizens rally around this critical call to action.
