New Jersey Plan Calls for Bonuses for Effective Teachers and Schools

In an effort to compete again for federal education money that it recently failed to win, New Jersey unveiled an ambitious plan on Friday to award state-financed merit bonuses to teachers and schools based on the performance of their students.

Under the proposal, the state would seek to use federal grants to establish a statewide bonus pool, with half the money to be awarded directly to individual teachers or teams of teachers, and the other half to schools to use at their discretion to support staff or programs.

“When you increase efficiency, you’ve got more money to reward people,” Bret D. Schundler, the state’s education commissioner, said at a news conference in Trenton.
