Here is a copy of the US Department of Labor’s (USDOL) Training and Employment Notice (TEN) http://www.matr.net/files/TEN44-08.pdf referencing American Recovery and Reinvestment Act of 2009 Competitive Grants for Green Job Training. The formal Grant Solicitation should be announced by the end of June 2009, with application closing dates starting late summer.

As you will note in the Training Notice, $500 million of Recovery Act money will be made available for grant projects that prepare workers for careers in the energy efficiency and renewable energy sectors – aka Green Jobs. I am sending a copy of this grant notice to the workforce system partners, and encourage you to consider applying for grant funding.

The Notice addresses five potential funding opportunities that the USDOL anticipates announcing this month (please note, the final funding opportunities may vary from those currently anticipated). I direct your attention to the Energy Training Partnership Grants (Category B), and Pathways Out of Poverty Grants (Category C). All of the grant categories strongly encourage collaboration and partnerships when preparing a grant proposal, and of the five grant categories, three (B, C, & D) are open to non-state agency partnerships consisting of: labor-management organizations; labor; business; the State Workforce Investment Board (SWIB); community-based and faith-based organizations; education and training institutions; labor organizations, and; One-Stop Centers.

Our Community Management Teams (CMTs) may also want to apply for these grants and would be a great resource, as well as provide many of the above-listed partners’ assistance in applying. So be sure to share this information with your CMT.

I am offering the Montana Department of Labor & Industry’s (DLI) assistance in any way that we can support your grant efforts, including partnering and collaborating where appropriate, as well as being available for fielding questions, etc.

I have assigned Pam Watson in the Workforce Services Division to be the Point of Contact for this grant solicitation. She will coordinate our state-wide efforts, and act as a liaison for entities intending to submit a grant proposal. I ask that you please keep her in the loop regarding your efforts, and use her as a resource whenever necessary. A single point of contact for this state-wide grant solicitation will also ensure we avoid submitting competitive grants within the State, and instead coordinate our efforts to submit strong, collaborative proposals that reflect the USDOL’s vision and meet their criteria of strong regional collaboration. We want to ensure that Montana takes the lead in applying for, and receiving, a good portion of the available grant funding. We have a contingent of staff that is well experienced in the grant applications process with USDOL and we would offer their expertise to review and comment on any grants you consider applying for.
