Montana Governor Schweitzer Appoints Members to Capitol Investment Board

Governor Brian Schweitzer today announced the appointment of five members to the Capitol Investment Board. All 5 members are newly appointed. The board will be charged with implementing the 2005 Montana Equity Capitol Investment Act http://data.opi.mt.gov/bills/2005/billhtml/SB0133.htm which will allow investors to use differed tax credits as incentives to provide equity investments in Montana. The board will administer the program insuring the interests of both the taxpayers of Montana and the investors.

The new-appointed members are:

Gary Buchanan, Billings (Chair).

Buchanan is President/CEO of Buchanan Capital, LLC. Previously, he was regional director, branch manager and senior vice president of D.A. Davidson. Buchanan has also been with Dain Rauscher and Merrill Lynch. Buchanan was the first director of the Montana Department of Commerce and has also served on the Montana Banking Board.

Appointment date: 10/4/2007; Term ends: January 1, 2011

Robert Minto, Missoula.

Minto has been the president, CEO and director of ALPS Corporation since 1987. He also serves as president and CEO of Attorneys Liability Protection Society, Inc., A Risk Retention Group; Peak Investment Management Ltd.; Big Sky Captive Management Inc.; Foundation Services Corporation; Professional Support Services Corporation; ALPS Re and Lawyers Reinsurance Company (Vermont).

Appointment date: 10/4/2007; Term ends: January 1, 2011

Robert Pancich, Great Falls.

Pancich retired from the Montana Board of Investments as an assistant investment officer for the Montana Loan Program. Prior to joining the Board of Investments in 1987, he worked in the economic development arena. Pancich now serves as chairman of the Electric City Power, Inc. and as a consultant.

Appointment date: 10/4/2007; Term ends: January 1, 2009

Lawrence Anderson, Great Falls.

Anderson is an attorney who has established and managed settlement trusts. He worked in the Montana State Auditor’s office and for the Montana Legal Services Association prior to becoming a private practice attorney. He has served on the boards of directors for statewide and national groups, including the Montana Trial Lawyers Association and the American Association For Justice.

Appointment date: 10/4/2007; Term ends: January 1, 2009

Ellen Feaver, Helena.

Feaver is a consultant with Employee Benefit Resources, LLP. She has been a partner with the firm since its inception in 1997. She was director of the Montana Department of Administration (1984-88) and director of the Montana Department of Revenue (1980-1983). She has also been deputy legislative auditor and audit manger with Price Waterhouse.
