Energy debate turns to hybrid cars, emissions, solar tax credits

Gov. Janet Napolitano Friday issued an executive order encouraging the use of hybrid cars and trucks, including allowing them to be used in carpool lanes during rush hour.

Napolitano’s action comes a day after a spat between the Democratic governor and Scottsdale Republican Congressman J.D. Hayworth over solar energy tax credits.

Hayworth is a strong supporter of solar energy credit and reacted when Napolitano wrote him, asking him to support his own legislation extending solar tax credits.

The governor’s order instructs state agencies to establish a pilot program that would allow single-occupancy hybrid vehicles to utilize HOV (high-occupancy vehicle) carpool lanes during rush hour in the Phoenix area.

Napolitano also ordered state agencies to only purchase hybrid and fuel-efficient vehicles for government fleets starting in 2007
