Sen. Max Baucus of Montana develops bills that target energy, education

Placing his highest priority on education, Baucus would provide free tuition for science and engineering students, raise starting teacher salaries and create partnerships with employers and continuing education centers to teach technology skills.

Noting Asia’s rising economic power, Sen. Max Baucus on Wednesday outlined seven bills he will introduce in coming months to improve American competitiveness, including measures calling for free tuition for science students and a new energy agency. http://finance.senate.gov/press/Bpress/2005press/prb121305erpt.pdf

In a speech to the National Press Club, the Montana Democrat called China and India "reawakening civilizations on the march" and said the U.S. economy "is losing some of its competitive advantage."

He described the technology advancements and thriving businesses in the two countries, which he recently visited on a trade mission. He also said America has been neglecting its human capital and racking up high foreign debt while U.S. companies face rising health care costs.

Baucus also said the Bush administration has pursued trade agreements "with very small countries of little economic significance" instead of engaging Asia and pushing to open the world’s biggest markets, fostering "a surging protectionism."
