California energy regulators propose $2.8 billion solar initiative

Details of a proposed "California Solar Initiative," including $2.8 billion in rebates to promote adoption of solar technology, were released Tuesday by the California Public Utilities Commission.

The proposal was largely finished months ago, but the commission put it on hold awaiting the fate of legislation that would have increased funding for solar technology rebates by $1.8 billion over 10 years. That bill died in the Legislature.

The commission’s proposal commits $2.8 billion in solar rebates over 11 years, for solar-powered devices like water heaters and photovoltaic panels used to power homes and businesses.
