Are jobs the right measure of success?

Measuring success in economic development is tricky. If you measure your success broadly in temrs of jobs, you can run into trouble. Here’s a good example from the Greater Houston Partnership.
In the years ahead, leading edge economic deevelopment organizations will develop custom scorecards to measure their success. These scorecards measure progress along different dimensions, all tied to the organization’s strategy.
