Case Studies Examine Workforce Investment Act Implementation

The Rockefeller Institute of Government has released case studies examining the implementation of the Workforce Investment Act (WIA) in eight states in 2002 and 2003. The case studies, funded by the Department of Labor, focus on 16 local areas and 30 one-stop centers in Florida, Indiana, Maryland, Michigan, Missouri, Oregon, Texas, and Utah.

The initial findings are described below.

* The different state WIA systems have unique structures, presenting many viable alternatives for implementing successful workforce development systems. This evidence supports a devolved and flexible approach for WIA programs.

* Seamless service delivery was possible, with strong leadership, real costs, and considerable behind the scenes work. Taking advantage of more flexible funding streams, through WIA waivers, allowed states to better achieve the goal of seamless service delivery.

* Federal action is necessary to maintain and support growth in the one-stop infrastructure. When funding was insufficient, resources were pulled from services to support the system infrastructure.

* Self-directed resources, such as web based services, require further development in order to reach all employers and job seekers, especially if these efforts are to be tracked and fully documented.

The Rockefeller Center will further examine WIA implementation in a final analysis of these case studies later this year.
