The report argues that education can be viewed as an investment, documenting research that suggests:

* Education enhances productivity;

* Quality public schools can help make states and localities more economically competitive;

* Public schools influence property values; and

* School facilities quality affects economic development.

In addition to providing a literature review, the report suggests additional state or local efforts to gauge economic impacts of public education, such as state-by-state economic impact studies.
