Video Internet Broadcasting to be IPROVO’S First Service Provider

Provo, Utah Mayor Lewis K. Billings signs VIB’s contract to offer
integrated phone, television and Internet services over the municipally
owned fiber-optic network

EPHRATA, Wash. and PROVO, Utah – July, 15 2004 – Video Internet
Broadcasting Corporation (VIB/VIB TV), the pioneer in iTPP(tm) (integrated
Triple Play Provider) voice, video and data services, today announced that
Provo, Utah Mayor Lewis K. Billings has signed the company’s contract to
provide ‘triple play’ services over iProvo, the city’s new municipally
owned fiber-optic network.

Final signing of the contract was pending an independent legal review from
counsel Jim Baller, who represents Provo City for iProvo.

"The iProvo network is a pioneering feat for Provo and for its citizens,
and we couldn’t be more pleased to see it continue to move forward by
having VIB christen iProvo with its integrated HomeNet service," said
Mayor Billings.

VIB will offer iProvo-connected homes and businesses its HomeNet
integrated phone, television and Internet services (known as a ‘triple
play’ offering) at speeds up to 100 megabits per second and at a cost
equal to or less than what it currently costs for more archaic services
offered today by traditional providers.

"We at VIB, along with Mayor Billings, are pleased to see iProvo evolve as
we prepare to offer HomeNet integrated phone, television and Internet
service over the iProvo network," said Kelly Ryan, chief executive officer
of VIB TV. "The iProvo network is truly a pioneering example for other
municipally owned fiber-optic networks around the country, and it is
wonderful to have Mayor Billings sign VIB as iProvo’s first service
provider."

VIB also recently entered a memorandum of understanding (MOU) with Provo
City to purchase Provo Cable. Terms of the MOU were dependent upon Mayor
Billings’ signing of VIB’s contract to provide ‘triple play’ services over
the iProvo network. With the Mayor’s signing, VIB acquires Provo Cable’s 2,
400-plus subscribers, which includes multiple dwelling units. VIB began
managing Provo Cable for the City in late February.

"Provo has been very thorough in its contract negotiations with VIB, which
is a testament that the city is very serious about having able-handed
businesses like VIB providing services to its iProvo users," said Bob
Murtagh, chief operations officer for VIB. "On the flip-side, we are very
serious about offering our HomeNet service over a well-managed and well-
planned fiber-optic network like iProvo." Murtagh was responsible for much
of the negotiation between VIB and Provo City.

The Provo City Municipal Council must still ratify Mayor Billings’ signing,
which will take place during the council’s upcoming meeting on Tuesday
July 20, 2004 at 7:00 p.m.
