States are seeking to increase the numbers of students that transition successfully from high school to college. One popular policy option is to encourage dual enrollment of students in both secondary and postsecondary institutions which allows them to earn credits for high school and college at the same time.

A new study from the Community College Research Center at Columbia University explores dual enrollment programs in several states, and offers recommendations on additional policy options for dual enrollment programs. The study identifies ten features of typical dual enrollment programs including target populations, funding arrangements, and whether state policies mandate dual enrollment as an option for students
The authors recommend that policy-makers pay particular attention to several issues in designing dual enrollment policies, including:
* Clarifying program goals so that they are aligned with policy or regulation;
* Considering student non-academic needs such as counseling; and,
* Balancing the needs of academically-oriented students with technically-oriented students.
